You would need a nice way to dynamically change the user interface when
the user changes their ticket type selection.
maybe using some fancy AJAX?

The idea is to have Trac handle change requests, which require a
different set of data than normal tickets, and aren't necessarily useful
to have polluting the display under normal task/defect duties.
