I hacked this by faking entries to get team members to show up on the
assign-to drop-down,
but that is obviously a hack.
The session entries are created on first log in. The newly created users
also need TICKET permissions higher than just TICKET_VIEW.
After I added TICKET_MODIFY,TICKET_CHGPROP and TICKET_CREATE to the new
users permissions the name appeared on the assignto list.
