[Trac] Milestone dependencies

I'm running Trac 0.9.6 and I don't know if I'm just not understanding how milestones work or what.  I'm basically trying to setup a chain of dependencies in the milestones that aren't date oriented, i.e. Milestone X is dependent upon Milestone X-1, possibly with a time delta ( i.e. "This Milestone is due 3 weeks after the previous one").  Is there a way to do this?  As it stands now I keep having to manually shuffle milestones around as things come due, are completed, get dropped, etc.
