I think the bugs page in the standard docs is fine as it is: a minimal page 
with links.  As it is released with Python, too much detail would become 
obsolete and do more harm than good.

The devguide should IMO be the main page to document the bug tracker: we can 
update and publish it independently of Python, and make it as long as we need.

The two wiki pages are IMO obsoleted by the devguide page.  Merging their 
content and making them redirects is fine by me.

About ease of contribution of the wiki: I think that the Python wiki is not a 
successful, thriving, well-maintained resource with an active community, 
whereas the official docs and devguide are well-tended and open to 
contributions through bug reports and email to docs@.  I look forward to the 
Sphinx extension that lets people send patches directly from the HTML pages.
