Brett C. added the comment: Another idea would be to have a bar across the top that is always visible to logged in users who have not signed the CLA. And obviously it would be great if, when they clicked the link their details from the tracker were automatically filled in the CLA form so they didn't have to enter e.g. their b.p.o username.
