The subject was indeed discussed and dismissed long ago. We set up a working group in 2005 to pick a new bug tracker for Python, moving away from SourceForge. Several tracker systems were considered, namely Jira, Roundup, and Trac. After a detailed study of these systems, Roundup was picked as the best choice. I have had recent exposure to Jira, and must say that I'm glad that we picked Roundup. It is clearly superior to Jira in many aspects... Please understand that people typically make a religious issue out of bug tracker choice, and consider all trackers but their own as poor and unusable.
