Michael Foord added the comment: People routinely email webmaster with every problem you can imagine. Tracker and PyPI issues form a substantial proportion of these issues despite both sub-sites having their own "report problems" link. A discoverable *email* solution might help a bit. It would have helped me :-)
Adding it to the meta tracker would be next to useless, if their problem is a failure to register to the tracker then another tracker is likely to be no help.
