A miner is a process that takes information from somewhere, translate it into SparQL and send it to tracker. At the moment there is no "export" functionality in tracker and it is not trivial to add it, but it is in the roadmap for local content. About images, the flickr/picassa miner download the basic information from the images, and set it in tracker. F-Spot can ask "all images" to tracker, and the answer is a collection of URIs: some local, some remote.
