It doesn't really make developing the backends any more difficult,
just shipping them. There have been a couple of backends which were
developed out of tree and at least one of them, the iPhone/iPod Touch
backend, was actually merged into GVFS proper.

You can always do the work in your own tree and file a bug to merge it
into the main tree. And subscribe to the bug for out-of-tree backends.
