I was referring to recent Tracker versions as I thought you're trying to build Tracker from source. Tracker shipped with Debian Squeeze is three release series behind the current version, so I don't remember the exact requirements from back then. If it wasn't using GSettings yet, you can configure Tracker by editing text files in ~/.config/tracker as Martyn mentioned.
