A terminal emulator is just a program that gives you a serial console for talking to things like modems. Hyperterminal comes with Windows, but it's annoying. I'd suggest PuTTY if you want something free.
In the old days, you'd actually have a dedicated terminal - something like a DEC VT100 that'd sit on a desk and have a keyboard and a screen, but no brains of its own to speak of.
