I looked at the SmartBeaconing settings in the file that you sent to me. They could possibly cause it to transmit often if the GPS didn't have a good fix. A GPS can wander a bit even when it isn't moving, especially if the sky is obscurred, or if the number of satelites visible is less than usual, or if the satelite geometry isn't good.
