If it's still mis-behaving, then it isn't RF... at least not unless you 
have any other radios nearby that are transmitting.

It won't hurt anything to reload the firmware. I looked at the 
SmartBeaconing settings in the file that you sent to me. They could 
possibly cause it to transmit often if the GPS didn't have a good fix. A 
GPS can wander a bit even when it isn't moving, especially if the sky is 
obscurred, or if the number of satelites visible is less than usual, or 
if  the satelite geometry isn't good. If the GPS was wandering a bit, it 
could make it look to the OT that it was consantly turning.

If you have tried it with the radio off, you have proved that the 
problem isn't being caused by stray RF.
