If you don't mind running KISS mode, you can use my APRSIS32 for Windows. Just put the port to which your cable is connected into KISS mode and configure the KISS port in my client. One program does it all.
Join the APRSISCE Yahoo Group to download it. There's a version for Windows Mobile and for Win32.
