Scott - I wonder if you could comment

I believe I have noticed a glitch in the T2 smart beaconing implementation that
can be readily demonstrated by changing the Slow Speed setting from a non-zero
value to 0. In both cases the end user would reasonably expect: Actual Beacon
Rate = Slow Beacon Rate setting.

However, what I have observed is that when the Slow Speed Setting = 0 the
Beaconing Rate is no longer governed by the the Slow Beacon Rate setting, and
can become very fast, e.g. a beacon is transmitted every few seconds.

A possible fix would disallow 0 as a valid entry for the Slow Speed setting. A
minimum setting of 2 MPH should work fine, (1 MPH is currently disallowed).
