I've seen this as well and have made it my practice to keep the Outbox open until it either changes to a timestamp or I just delete the message. I haven't figured out the proper combination of retry settings in the OT2m. The Nuvi will keep it there until the OT2m tells it to clear it which ends up multiplying retries for infinity.
