Just to clarify, which version of Tracks are you using? If you're using 1.043, then there is no auto-refresh. If you're using one of the trunks versions, then there is auto-refresh, but you have to enable it by setting a refresh interval on your user preferences page (it's zero by default, which means off). To clarify further (heck, I'm in a clarifyin' kinda mood!) when you say that the refresh spinner is turning, do you mean the browsers' 'throbber' or the little spiky spinner in Tracks itself? If the latter, it's probably just a leftover from a previous Ajax action.
