Unless I've misunderstood your point horribly, yes it has always been possible 
to create standalone next actions - that's why the project field isn't 
mandatory.

Just create an action, set a context, and leave the project blank. I often have 
actions like this for brief errands or one-off things. "Buy batteries" doesn't 
have a project if I just need to replenish my general store of batteries.
