Zero external dependencies! ActionMailer actually comes with TMail,  
which is a cute little library for parsing email messages. It can do  
attachments, header fields, encodings, etc. I definitely want to make  
this the best superset I can of what people have hacked together, so  
thank you Reinier for the suggestions!

Oh, yeah, I do kind of need to document how to get mail into it. I  
wasn't sure where to put the documentation for it, so I punted. For  
those of you who want to try it out, all you need to do is get emails  
to forward into the command $TRACKS_HOME/script/runner -e production  
'SMSGateway.receive(STDIN.read)'
