If you can give a simple set of instructions to make this bug happen

I've reproduced the problem with more verbosity. I was confused about
svn in my last report - it's absent on the _remote_ host (not
available in the default path).
When opening a file in a remote SVN working tree, it fails the first
time but succeeds the second time. I modify the file and try to save
