Of course, you don't need this under Windows 7. But remote hosts might
run SELinux, and Emacs must preserve its settings.

Nope, Emacs 24.0.50 from May carries Tramp 2.1.19-pre. Likely, you have
an older Tramp version sitting around. Call "M-x list-load-path-shadows".
