The problem with the echo appears, when plink has established a
connection. cmd.exe has nothing to echo then, I believe, because no
command returns any output on that level. I suspect either some strange
settings in PuTTY, or inconvenient stty settings on the remote side.

Or some undesired EOL conversions inside Emacs. Achhhh ....
