I can reproduce the problem with Emacs 29.4 / Tramp 2.6.3. It does not
happen with Emacs 27.2 / Tramp 2.4.5.27.2, Emacs 28.3 / Tramp 2.5.4,
Emacs 30.1 / Tramp 2.7.1.30.1 and Emacs 31.0.50 / Tramp 2.8.0-pre.

I recommend you to upgrade to Emacs 30.1. Alternatively, you could
install the recent Tramp 2.7.2.3.1 from GNU ELPA.
