As workaround you can try this one (together with setting
`backup-directory-alist'):

(defadvice make-backup-file-name
  (after tramp-advice-make-backup-file-name activate)
  "Converting \":\" for Tramp file names."
  (subst-char-in-string ?: ?! ad-return-value 'inplace))
