Tramp 2.0.39's manual says:
Something similar can be done to create the info manual. Just
change to directory `~/emacs/tramp/texi' and load the `tramp.texi'
file in Emacs. Then press `M-x texinfo-format-buffer <RET>' to
generate `~/emacs/tramp/info/tramp'.
This actually won't work at all. texinfo-format-buffer does not handle
@macro (and probably never will). makeinfo-buffer sort of works, except
that all the options you set in the Makefile won't be passed ... so ...
maybe just eliminate this paragraph :).
