I think it's not a great idea to restrict document input from people who aren't familiar with a particular tool. Any commit will show up in the document history so I don't think that text really does need to come in the form of a pull request. That said, if people have text and aren't comfortable with git (or with xml2rfc), I can submit the pull request for them.
