We revised this doc and posted a new version this morning.
There are a number of minor wording changes, but the major change is the inclusion of some text discussing threat, i.e., adversaries, motivations and perceived capabilities. This text was added in response to a comment at the meeting in Prague. Please review this new version of the doc (vs. the old one) and post comments.
