#120: public vs. private logs?

 To be clear, the meaning is that 'any entity participating in the protocol
 can submit certificates'. Whether the log accepts the submission or not is
 up to the log's policy.
 An amendment is out for review in https://github.com/google/certificate-
 transparency-rfcs/pull/114.
