No and thus there are three DSMO requests outstanding to add the surgical
code to anesthesia billings so when the anesthesia claim arrives a payor can
adjudicate the claim without the surgical claim. The need for these
requests was driven by the requirement to bill anesthesia using the CPT
anesthesia codes.

Many health plans have used a combination of CPT Surgery codes along with a
modifier to designate Anesthesia services. My question is this: If the
surgery code and the modifier are both standard, i.e. contained in the
current version of CPT/HCPCS, is it still acceptable to use this claims
payment method?

The anesthesia can be found in HCPCS Level I (aka CPT). There are a couple
of Level II HCPCS in the G series for local anesthesia.

Sorry to be such a dummy, but where are the anesthesia codes in HCPCS?

You need to accept both types, but how you choose to process with them is
up
to you.
