How would one ever know if a provider used to submit electronically and
stopped say 12 months before the October compliance date?  I'm not aware of
any 'police' checking the clearinghouse files and tying back billing
services to the local doc's that use them.

My understanding is yes, once sent electronic it is covered in any and all
future forms.
