There has been some discussion around external codes referenced in the implementation guides and the inability to have situational language relative to the usage of these external codes since they are not individually represented in the guides.
Some external code list maintainers has started listing there codes with situations for their usage. The question is, are these situations associated with these external codes enforceable under HIPAA? To X12 and X12N external codes are just a code and a description of the code with no usage information. The implementation guides are supposed to provide a clear and unambiguous definition for the transaction. The healthcare industry needs to get to find out if these situations external to the HIPAA implementation guides are enforceable.
