There has been some discussion around external codes referenced in the
implementation guides and the inability to have situational language
relative to the usage of these external codes since they are not
individually represented in the guides.

Some external code list maintainers has started listing there codes with
situations for their usage.

The question is, are these situations associated with these external
codes enforceable under HIPAA?  To X12 and X12N external codes are just
a code and a description of the code with no usage information.  The
implementation guides are supposed to provide a clear and unambiguous
definition for the transaction.

The healthcare industry needs to get to find out if these situations
external to the HIPAA implementation guides are enforceable.

I am in need of clarification on a testimony I read by George Arges on
May 31, 2001. In it he states, "Finally the NUBC will soon ask the NCVHS
to consider business rules around the use of the clinical codes, as well
as the around the UB data set. These rules we believe are important for
'standardizing the standard' and making certain that the entire health
care community understands their obligation to maintain and update
changes made to these code sets. Today the NUBC is also embarking on an
examination of the entire UB code set. In part this is due to the
moratorium to changes to the UB-92 structure that is set to expire next
year..."

Not sure what this means? Are we talking about changing the paper UB92?
