That's a plan/plan transaction, not a provider/plan transaction.
It's not subject to the rules re.: use of standard transactions.

That's what I thought.  So naturally I'm a little confused by the attached
announcement.  I don't see how this memo is compliant since there is no
mention of Oct. 16 2002 or 2003.
