Brian, if you are a healthcare provider, and you do not submit any
standard transactions electronically, and you don't have a business
associate who submits standard transactions electronically for you, you
are not a covered entity.  Read the privacy rule.  164.104 -
Applicability.

Though I am still understanding the Privacy $ Security section
of Admin. Simp. subsection of HIPAA, I would have a tendency 
to not agree concerning your linking of electronic claims and
Privacy compliance.  My understanding is compiling with Privacy
rules are mandated regardless of how you submit your claims. 
Would you care to clarify?
