The purpose and scope of the 997 transaction set define its use for the reporting of the results of X12 syntactical analysis of a given transaction. The language in the purpose and scope seem to preclude its use for the reporting of semantic analysis of a transaction's contents, which to me is an inherent part of an effective IG data content review.
I believe Mr.Zagagi was the protempore chair of the group examining the use of the 824 transaction set as an vehicle to report IG issues in lieu of the 997. I'd like to know more relative to this group's effort; is the 824 still under active consideration? In closing, I'm not sure which group Mr.Zagagi purports to represent in his message on this thread, but in the absence of approved X12 data maintenance modifying the 997 transaction set, I would caution readers that his perspective on the 997 may not reflect the majority viewpoint of the Insurance (X12N) Subcommittee.
