HL7 seems to be the SDO here...www.hl7.org.  Following is from their April
Newsletter:

"The NCVHS has recommended that the Health Level Seven (HL7) Messaging
Standard Version 2.2 and higher be recognized as the current core message
format standard for the electronic exchnage of Patient Medical Record
Information (PMRI).  The committee also recommended HL7's Version 3 be
recognized as an emerging standard."

HL7 is the DSMO for the HIPAA Claims Attachment standard that is currently
in draft.  HL7 is commonly used among institutional providers, and there's a
LOT of knowledge regarding HL7 standards among healthcare information
management professionals.  Unfortunately, I believe there is currently
inconsistency in data element definitions between HL7 specs and the HIPAA
IGs...a situation that is probably too large to be considered a detail, and
too small to be considered an obstacle for standards integration...
