Payers (health plans) are required to conduct all of the HIPAA standard transactions as set forth in the Electronic Transaction Final Rule. You can download the rule from the admin simp web site at DHHS at http://aspe.hhs.gov/admnsimp/index.htm. You'll need much more information than just the WEDI SNIP white papers, such as the transaction implementation guides, which can be downloaded from www.wpc-edi.com.
