What would be the next steps following the NPRM for the addenda? Will they
be final by the Oct 2003 drop dead date?

publication in the Friday, 31 May 2002, Federal Register:

Use of HCPCS J-Codes for Drugs and Biologics
Final Rule
Employer Identifier.
The concurrent comment periods for the NPRM's will be thirty (as
opposed to the usual 60) days.
The initial compliance date for the Employer Identifier will be
approximately 30 July 2004 [30 July 2005 for small health plans].
