Subject: Situational IG & Required elements (834)
This issue might have been discussed before.
I have a question whether the whole "situational" segment should disappear, or the segment may appear with blank 'required' element, if there is no information available. Which situation would violate the HIPAA? Please read the scenario below for clear information.
Scenario: In X12 834 IG Loop 2100A - Member Name (Member Communications Number), PER segment, the Implemetation usage is "Situational". In the case of using this segment: If PER appear, it means PER01,03,04 are required/must appear. Please correct me if I am wrong. The trx will show: PER*IP**HP*1231231234~ (Bold=required elements)
On other case when we read in the transmission and there is no phone number available (which is rare case, but may happen for other segments). How should the file appear to not violate the HIPAA??:
(a) The whole PER segment disappear: From NM1 jump to N4 without PER segment appearing.
(b) PER segment appears and looks like: PER*IP**HP*~ (PER04 shows as an empty space between * and ~)
(C) PER segment appears and looks like: PER*IP**HP~ (PER04 is missing, will this violate HIPAA since PER04 is required??)
