Doesn't that imply that N402 is actually Situational - required if in the US but
optional if not?

The X12 comment for N402 says the State or Province Code is required
only if city name (N401) is in the U.S. or Canada.

information from a client who has people residing in foreign countries.
According to the guideline the N402 (state code) is a required field.
