I sure wouldn't advise any of my Clients to use anything other than the ZIP
or Postal codes. The Imp Guide is obviously in error, so I doubt that the
HIPAA Police will be coming to get you, either. However, if you're running
your transactions through a "compliance checker," you'll almost certainly
get an error.

Ooops - I didn't see the big old "REQUIRED" on the left hand side! In
that case, we're gonna need the ISO 3166-2 Country Subdivision Code! A
lot of countries have codes defined for their principal administrative
subdivisions: states, provinces, L�nder, departments, etc. You don't
have to buy ISO 3166; instead, the UN/LOCODE page, at
http://www.unece.org/cefact/locode/service/main.htm, can be used to
obtain Subdivision Codes for those countries which have them defined in
ISO 3166-2.

For example, DE is the country code for Germany, and DE-BW is the code
for Baden-W�rttemberg. Note in my signature, I use the standard ISO
3166 notation for Country and Sub-Division, US-OH, which is universally
recognized - by them's in the know - to be Ohio. Now technically, N405
and N406 should really be used to indicate the sub-division code, but I
don't think anyone will complain if you break out the sub-division code
and place it in N402, when the country code is in N404. If a country
doesn't rate sub-division codes (or if you don't know the geography of
the particular country), then stick an "XX" in N402. The ZIP or postal
code is always more important to get right.

The X12 comment for N402 says the State or Province Code is required
only if city name (N401) is in the U.S. or Canada.

We had a situation come up where we are receiving benefit enrollment
information from a client who has people residing in foreign countries.
According to the guideline the N402 (state code) is a required field.
