The limitation of 10,000 iterations of INS loops in Table 2 as specified in the 
implementation guide adopted for use under HIPAA was put in place in response to the 
industry's request to limit data file transfer sizes. Given today's technology (as 
compared to when the guide was written) this 20th century constraint isn't at critical 
as before and, in fact, we've removed it from the next version of the 834 guide. 
However it is in the IG used for HIPAA so we have to live with it.

So what to do in the meantime? INS segment industry note #2 suggests that multiple 834 
transactions within a single envelope can be used to stratify those membership 
exchanges involving more than 10,000 members. This parallels your suggestion.

And if the originator of the 834 is not a HIPAA covered entity, then I'd just ignore 
the 10,000 limit.
