The point of confusion here arises from the intelligence internal to the codes. The first 3 positions indicate the SNF payment group (the RUG) and the last 2 positions are an assessment type indicator. These last two positions have sometimes been referred to as the modifier of the code, hence this question. It's best if everyone shy away from calling those positions a modifier to avoid this kind of problem.
