That is a question that you should refer to competent legal counsel. My personal opinion is that since a trading partner must be able to accurately identify the dependent, you would need to send whatever is needed for a dependent change whenever you do a termination of a dependent. Otherwise the receiver may not be able to accurately apply the termination event on their system.
