I never used the PVM stuff and don't know how it works exactly. But I think the way one can do cluster stuff today is sufficient: splitting the stream (logically) into independent chunks and process chunks on different nodes sharing the storage via NFS. Later merge the transcoded chunks back into one target file. Unfortunataly this works just for VOB streams (probably with AVI files - never tested it) with separate navigation index files created with transcode. As well there are A/V sync issues, depending on the material, in particular with NTSC variable framerate streams. So I think improving transcodes navigation/splitting and A/V sync capabilities would be more worth than adding PVM stuff again, since it would be useful in single and cluster mode.
