My guess is that this is a feature of the Xvid encoder, at least I
remember the same functionality from mencoder for Xvid encoding.I never tried 
negative bitrates with transcode but my guess is it won't
work with other codecs.This of course is a very nice feature if it could work 
with other codecs
as well..
