After a discussion today on IRC with Clytie, we decided to collect some
information about ideal display settings for different languages. As an
example Clytie pointed out that underlining hyperlinks is a problem in
Vietnamese as it obscures some diacritics. There are bound to be more
issues like these in many languages.

We have been collecting plural information for many languages on the
wiki, and this has been useful (not just for us). Hopefully a wiki page
like this will help us (and anyone else that bothers to read it) to make
all languages display in an optimal way. This is currently somewhat
HTML/CSS centric (with Pootle in mind), but needn't be that way.

Currently the following information is collected:
 * List of fonts in order of preference (http://unifont.org seems to be
a possible source of information)
 * Is font size adjustment necessary - is your script readable at
default settings? This might depend on which font is available as good
fonts are more readable at smaller sizes than less ideal fonts
 * Hyperlink decoration - Does underlining hyperlinks cause problems?
Overlines? Rather no decoration?
 * RTL - I posted about this to the list a while ago and included it
there so it is available.
