Although this font designer has not publicly licensed his fonts  
before, apparently there is indeed hope that he will do so with this  
N'ko font.

It's a good sign that SIL is involved. :)

They may know more about this. He might even use the OFL.

Nicolas, can you tell us any more about Michael Everson's new N'ko font?

(BTW, my translation of the OFL FAQ was completed in draft form some  
time ago, and is being reviewed. I'll send it on to you as soon as  
the review process is finished. :) )
