If I > need to request you enable it, please do. :) As far as I know, Pootle does not allow translators to ad new languages for projects (though it would be an interesting feature to add). Therefore pootle administrators need to add languages, on demand. I've just added Vietnamese to both "Sympa UI" and "Sympa terminology" projects ; you're welcome to contribute on <pootle.sympa.org> :-)
