Maybe Pootle could administrate permissions as "roles" instead of
case-by-case. Was that discussed before?

Pootle does that already for "nobody" and "default"; the administrator
could than create and/or edit profiles like "translator" (in
opposition to a registered user which can only make suggestions),
"project coordinator" etc. Users would then be assigned to one or more
roles, with cumulatives permissions.

In WordPress users are administrated this way, with one difference
(there are no "projects"). The documentation for that
