Hi there, and thank you for your interest in Pootle. At the moment we are focusing on certain projects and trying to collaborate with big players (like OpenOffice.org) to host their own servers. At the moment we don't have a lot of hands to take care of the server administration. I hope that in future we would be able to host any and all projects to help them with their localisation.
