As Dwayne mentioned, you have to contact the people in charge of that server. Perhaps it is just useful to note that the default installation of Pootle has all languages enabled where most of the Pootle interface is translated. Bulgarian is currently at 22% - so currently it is disabled in the standard installation of Pootle.
